Edmund Randolph, Philadelphia, Pennsylvania, letter to John Hatley Norton, Winchester, Virginia, dated January 7, 1790. Randolph writes to thank Norton for the venison and to assure him no measures will be taken on an issue under consideration without notifying him. Randolph also writes concerning the new government noting that a national bank has been approved, a militia bill has been reworked and the judiciary much altered in its plan. Further, he notes that the likelihood of war seems diminished as Britain and France have agreed to talks.

Philadelphia Jany. 7. 1790.

My dear sir

I thank you greatly for your remembe
rance of our good taste. My acknowledgments for the former
venison were ready for Dinwiddie; but he escaped without
them. Permit me to add tenfold for the buck, receied to-day,
which surpasses all, that I have yet seen of the deer kind.

If you should have obtained my
former letter, before this reaches you, or it should now be
sent by Mr. Galbraith, you will see, what steps had been
taken, as well as what had not been so. Inclosed is a letter,
written in answer to mine, immediately on the receipt of
yours. I should conclude from thence, that you have
been misinformed. You may be assured, that nothing de
cisive will be done, without full previous notice to you.

War seems to be on the point of being
quieted; as a convention s was to be held between the belligerent
powers on the 27th. of Novr. for that purpose.

Congress are about to establish a
bank. The bill has been read in the Senate, where it ori
ginated. The milita-bill, after great debate, was re
-committed, and has been reported in a new shape.

The report on the judiciary system will be
printed to-morrow, and changes it radically -
